Message state "rejected" #755

version 3.3.21 happens from time to time

Recently, we experience more regularly that messages are "rejected" and therefore, not transferred to the intended recipient.

Assumption: Messages are most likely being "rejected" when network connection switches or is lost for a short instant before sending the message.
