cleanup github teams and access rights

• we need a team for external supporters that only have access to hoccer/support

I cleaned up a bit our github teams as follows:

• Support:
  • current members: christiane, jerome (and potentially external supporters)
  • access to: hoccer/support
• Operations:
  • current members: chris, kai, andreasM
  • access to: operations, vagrant-appliance (@chris-artcom: what else would be needed?)
• Stakeholders:
  • current members: Jerome
  • access to: scrum
• Automation: nothing changed
• Owners: nothing changed
• Developers: nothing changed
• Testing: deleted

@ChristianeMussmacher: the external supporters may then be added to the Support team. @pavel-mayer: do you have any concerns having external supporters accessing the hoccer/support-repository?

@pavel-mayer tested permissions with new account. only have access to support repro but can also see different other public repros. Is that still ok to add support members to the repro?
