add Alert-RPC #193

RPC is transmitting just a String to notify the clients about anything within a popup… (android will implement support for this)

See https://github.com/hoccer/hoccer-talk-spike/tree/new_protocol_version for a version of the server currently actually sending an alert about updating at the right time (coordinated with Android devs).

tbd: The actual test being presented in the alert is required to be built into the client. Ideally we should have the texts in english and german.
