ML Library Popup Information position and autoclosing #463

Describe the bug When hovering over a ML Library with Wiki data information and an logo is present, the popup position is incorrect. In addition the popup is autocolosing after a few seconds, on long texts this is not enough time to read the description.

To Reproduce Steps to reproduce the behavior ((if applicable, add screenshots)):

  1. Go to Home > Datasets > Any Dataset
  2. Click on 'Start Training'
  3. Click on 'Next'
  4. Select 'Tabular classification'
  5. Hover over 'Keras'
  6. See error

Expected behavior When a wiki data image was loaded update the popup accoringly When hovering over the label or popup the popup should not autoclose
