Filter Buttons Should Disable Until Sign-In #8

What steps will reproduce the problem?
1. Go to sandbox, not signed in.
2. Click a "filter" button.
3. The button is unresponsive.

What is the expected output? What do you see instead?
Expect the filter panel to appear, instead, nothing happens.

What browser and on what operating system?
Chrome 11 beta, Ubuntu 10.04.

Please provide any additional information below.

I believe this as working as intended.  It doesn't make sense to filter these 
boxes until there is data in them.
