Try 22D #332

Try adding 22D as a target for building a focal build & assessing further. ONLY creates a list for a focal build.

In addition, contains a PR from @corneliusroemer which allows to recognise variants based on Pango Lineage (nextclade assignment). This only works if within clusters.py, use_pango is True.

Next step, if wanting to add to CoV, would be to do the 'add a variant' checklist.
