Rollover not always activated over polygon #334

Which products are affected? using Google Earth 5.1.3533.1731

What steps will reproduce the problem?
1. Load this test KML file and rollover the Arizona county shapes. Maricopa
(contains Phoenix) is the weird one.
2. Maricopa doesn't use the rollover style unless you mouse over the center
point icon or one of the perimeter coordinates.

What is the expected output or behavior? What do you see instead?
Maricopa should work like the other counties.

What application versions (if any) are you using?
Google Earth 5.1.3533.1731

Which operating systems (and/or relevant web browsers) are affected?
Windows XP SP3, Firefox 3.6
