Remove Cumulative Polygon Opacity #394

Google Earth / Google Maps

What should this feature enhancement do?

If the KML polygons are simply layered on top of each other, the resulting 
opacity will be cumulative (some areas may be much more opaque than others). 

Users should be able to set opacity at the <Folder> level.

Are there any currently known workarounds that produce the same, or
similar, result?

A uniform opacity level can be achieved by creating inner rings ("donut holes") 
within the polygons.  However, this proces is problematic with complex polygons 
(large fies, overlaps. etc.)
