INC files incorrectly handled in IVF and CVF_Release

*** What steps will reproduce the problem?

1. Compile Release version of RFortran_CVF_LIB

*** What is the expected output?

Compiled/built RFortran_CVF_LIB.lib

*** What do you see instead?

Hundreds of errors

*** What version of RFortran are you using?

1.0.0 (btw - should this not have been incremented with the new
INCLUDE-based version?)

*** Please provide any additional information below.

Hint: This is caused by the INC files not being excluded from the Release
configuration of the CVF (and IVF) projects.

While the IVF version appears to compile/build despite the INC files not
being excluded, I recommend Excluding the INC files for all configurations
to avoid confusing problems.

OTHER: I suggest you split the "what is expected" vs "what do you see
instead" into 2 separate sections (as I've done here).
