Need new type of "issue": "patch" #63

*** Please provide a description of the enhancement you are requesting.

The online system for issue reporting only handles "defects" and "requests
for enhancements".

This is a very biased and rather condescending view of RFortran users -
some of us a capable of diagnosing a problem AND suggesting a fix.

Hence I recommend that a new category of "issue" be created that allows
humble users to submit patches and similar fixes/enhancements - rather than
merely lamenting a problem or engauging in wishful thinkin ..

Hmmm, worth considering.  

However how will a developer know whether a submitted patch issue is an 
enhancement 
or defect - there would need to be enhancement-patch and defect-patch issue. 

This would lead to plethora of issues types ultimately leading to confusion for 
users 
and developers. 

The current system can accommodate patches being submitted as a file attachment 
when 
the users submits an enhancement or defect issue. 

To encourage this excellent practise, the templates have been changed to 
suggest 
submitted a patch.
