RFortran dummy interfaces #72

*** What is the problem?

RFortran dummy interfaces seem way out of date.

Also, there is an independently maintained DMSL-based RFortran dummy interface 
file, which is increasingly diverging from the RFortran-based file.

*** What version of RFortran are you using?

RFortran 2.1.2

*** On which Windows operating system?

*** If you have a coding solution to this defect please include the file
(or preferably a svn patch) as an attachment

see attached DMSL-based dummy interfaces for RFortran, which is at least 
functional for Petit Bateau code.

*** Please provide any additional information below.

Proper solution needed for the dummy. Is it to be part of RFortran or DMSL?
It should also be maintained as RFortran evolves.

My preference is for the RFortran_dummy to be part of RFortran - this makes 
more sense. 

Hence there are (2) options for updating
(1) The DMSL-based version will need to be manually updated as the RFortran 
version is updated. 

(2) Automatic downloading of the RFortran version from the RFortran repo when 
DMSL is updated its repo, using the external library feature of svn repos, ala 
mutilbslib. You still need to update the revision number though in the DMSL 
library
