Wrong quota hours for December year X when viewed during year X + n #138

Quota should be 144 hours and is 168.00 according to this: https://kalendar.beda.cz/mesicni-planovaci?type=s1&month=12&year=2018

Same for September 2018 -> 160.00 vs 152.00 (kalendar link)

And July, May, April, March and January.

It seems that for some reason work hour counter takes value 2 instead of value 1:
