Value of month quota hours should be editable. Employees without full-time employment have lower quota hours.

I think this sould be implemented as introduction of different types of employment - HPP (8 Hours quota), DPP - No quota at all etc. It will need new database entries, visibility of some parts dashboard etc. Would be great to have before #90
