Values and currency for Friend of Perl is hardcoded #20

In templates/core/user/purchase, the monetary values and currency used (USD) is currently hardcoded. These should probably be based on configuration values.

Nevermind that close; I was looking at the wrong issue and am dumb.

This now also applies to the Spouses Program field.
