Missing copy of GPL v2 license #135

Quoting the README.rst,

License

Segway is free software: you can redistribute it and/or modify it under the terms of version 2 of the GNU General Public License as published by the Free Software Foundation.

Segway is distributed in the hope that it will be useful, but WITHOUT ANY WARRANTY; without even the implied warranty of MERCHANTABILITY or FITNESS FOR A PARTICULAR PURPOSE.

There is no copy of the license in a text file in the root of the repository, nor in the source code folder. By GNU convention this would be something like COPYING or COPYING.txt, but equally LICENSE or LICENSE.txt or similar would be typical.

The LICENSE file is already in the root of the source repository: https://github.com/hoffmangroup/segway/blob/master/LICENSE

If there's something else I'm missing in terms of GPLv2 requirements however please let us know.
