Create COPYING #15

Proposing a COPYING file so the license is clearer.

in the Maven build file (pom.xml) we link to http://www.gnu.org/licenses/gpl.html, which is (GPL v3 or later), so i think COPYING should also contain that one. otherwise i agree though can you maybe change it to that version of the GPL?
