Change Title of 'Distributed Authority Structure' to 'Distributed Authority'

Given that:

Article 1 is titled 'Organization Structure' with the rules about Role/Circle structure
and the rules in Article 2 seem to be more about creating conditions for the outcome of 'Distributed Authority' than specifically about structure

I think it makes more sense to have the title of Article 2 as 'Distributed Authority'.

Plus 2 additional points I see in favour of this change:

when looking at the titles of the articles as a whole, I think it looks cleaner if there's just one of the articles referring to structure than two
if Article 2 gets moved from it's current position to be the last/or a later article, then I think it makes more sense for this to just be called 'Distributed Authority' as a description of the broader outcome that many of the earlier articles are working towards and achieve through their integration in practice by being adopted earlier
