In 4.1, 2.3.3 allowed to exclude for minor work-related roles or just because it made sense, people, from being “core circle role” which basically meant excluded from governance. Now in 5.0, there's no more issues with such, since there is the possibility of Partner and Non-Partner, so that's why Brian previously brought the issue forward to change from what I could find in the history of GitHub.
However, reality is that some people in companies get roles which take 5-10% or even less of their time in a circle in which they don't have any other role, and doesn't make sense for them to be constantly invited to all the meetings (I know that if you're Non-Partner you can create a policy in order to not invite a certain role to the tactical meetings of the circle, however that's not practical and it doesn't address the issue if the person is a Partner). Thoughts?
