Track the highest offer for an NFT.

As offers are made on an NFT track in a dedicated table the highest SOL offer on the NFT.
Exclude offers that are not actionable from the marketplace this includes ME and any AH using requires_sign_off.

Removing offer as a sortable option from list views so this is no longer needed.
