Goal: add PR tracker to Ozean repo

The PR Tracker was added to the repo based on the README instruction.

Oh shoot.. I didn't add PR tracket user. Why do we need to invite this as a user? How other app work without inviting a user?

@zolotokrylin We need to invite the user as his PAT (personal access token) is used to get information and perform several actions. Also, we are using trigger-dev integration and not a direct webhook implementation. Other apps are using oAuth or don't need a PAT.

@georgeciubotaru is it possible to move to "no user" implementation or we can't because of the trigger.dev?

@zolotokrylin Because of trigger.dev we cannot migrate to no user. But I haven't fully investigated if that is impossible or not.

@zolotokrylin integration is done. The only thing I don't understand is that I cannot see the goals in the https://github.com/orgs/holdex/projects/25/views/1 project
