allows creating debian packages

i have some issues with this request, this seems to be based on an older version, and would undo some recent changes. it would be easyer if the new files would be commits or if it would be based on current version. I also think some files from testing should not be in the commit.

you are right, I've been using git-build-package for 1.3.6, not master. force-push-corrected.

the user needs to be aware that the uid created here has to end in the ws.conf somehow, might need some instructions?
