Still very much a work in progress with lots to do, but wanted to get an early PR to get feedback on the implementation.

[x] implement
[x] check for feature support
[x] tests
[x] cookie to only track once a day? - configurable?
[x] configuration option to disable
[x] configuration option for how long to run the test for
[x] defer the test so its not competing with the application - maybe use onPageChange?

@theninj4 going to have to call it a day there, for now

Got everything done and tests passing in node but not the other environments
