There is no "functional safety" definition in 24028

"functional safety" and related terms are defined in DTR 5469 Artificial intelligence — Functional safety and AI systems:

3.1 safety freedom from risk (3.3) which is not tolerable [SOURCE: IEC 61508-4, ed. 2.0 (2010), 3.14]
