If users post inapporpriate content, one approach would be to ban them. Another would be to host two versions of the app- an all-age appropriate version, and a 'adult version'.
An even other choice would be to mark content as NSFW like reddit does, and then if anything 'inappropriate' is posted, it will be hidden from view as such.
This doesn't quite address bullying or hazing. This can be delegated to moderators.
