root: setup new initializer and structured scripting libraries #68

Since we can't just wing this project anymore, let's setup a new initializer for both POSIX shell and PowerShell using GitHub Actions. That way, any developer can perform the required testing whenever needed.

This patch setups new initializer and structured scripting libraries in root repository.
