AC:

As a user I can:
- choose to customize the set of agents to act as "Relays" for a conversation when I create it
- add all users in a Contact Group as Relays for a conversation (relies on #204)
- See the the update stats of potential Relays
As a Relay user I can:
- cannot read conversation messages, and the conversation does not appear in their conversations list.
- join the conversation DHT to provide additional DHT resilience to user downtime.
- publish their own update stats

When we get to this, we need to clarify the architecture understanding with Volla:

Are relays members of the DHT?
Is this some new conversation architecture where messages are sent via remote_calls instead of being published to the DHT?
