After re-installing .deb holochain fails to launch with "ConductorError(Other({"error":"file is not a database"}))"

Steps to reproduce:

• install 0.7.1 deb
• open app, wait for launch to complete
• close app
• re-install 0.7.1 deb
• attempt to open app App fails to launch with:
