The PoC in the tx5 repo is already functional, but isn't using the protocol that eventually was implemented into the rust sbd server.

move the poc into the sbd repo
update to match the sbd protocol
ensure the existing unit tests pass and add any others needed at the unit level (but the sbd-o-bahn testing story comes next so don't go overboard).
