Suggestion: Global GitHub organization configuration #11

As detailed in the GitHub marketplace docs, I can create .github/holopin.yml files in individual repositories to award badges.

As an organization owner, I would like to only have to maintain one of these files (perhaps in the GitHub conventioned <org_name>/.github/holopin.yml)?
