Not even sure this is working now, will test on my Windows machine when I get a chance.

I'm actually going to fix this PR. Unfortunately that doesn't fix the issue whose root cause is a bug in conda, see more explanation here: https://github.com/pyviz-dev/pyctdev/issues/90
