Expose ability to rotate two-level categorical axis tick labels #2515

In https://github.com/bokeh/bokeh/pull/7726 bokeh added the ability to rotate the two-level categorical axis ticks independently. We should expose this option in some way. To demonstrate what I mean, here is a screenshot from bokeh:

Are there any updates on that matter? The rotation feature for multiple levels would be highly appreciated.

so...has this been implemented yet? x2rotation nor x_group_rotation seem to work. Pull #4039 doesnt appear to give any guidance either.
