Plotly annotators #4441

HoloViews Annotators use Bokeh drawing tools to collect graphical information from users, such as user-drawn shapes, and pair those objects with data or metadata. Now that Plotly also has drawing shapes, it would be great if those could be supported by the Annotators as well so that users could choose either Bokeh or Plotly backends as appropriate for their needs.
