Summary

... accordingly, it would be great to integrate more KWARC tools into PM (e.g. make sTeX/OMDoc an optional format).
MathML that is produced by LaTeXML from regular TeX isn't particularly meaningful!

In order to progress to stage 2 or 3, there are some specific Github tickets describing sTeX integration to deal with. There are benefits to using PM as an integration platform.
