Add the Flutter framework #28

[x] Add the framework to the code base.

Recall the application needs to communicate with the external database and also the internal version (cache) (need to add Firebase and authentication plugins). The application is also intended to double as a web application.

Will need to add web support later as I am using one machine for two flutter projects, one using flutter beta channel (this) and one decidedly stable (Humane Transport).

Add web support anytime.
