This list may increase in relation to the admin features and tools as their design comes in:

[ ] Add ability to mark a thread as complete (without resolution)
[ ] Add ability to link a post as the completion post for the thread (complete with resolution)

Use DialogService's confirmation message maybe for the completion post.

Blocked by #36 and further administration account creation tasks.

Consider the "Can be replied to" button for announcements that could be reused for all threads.
