Create Cockpit Plugin #10

Th plugin should provide a view on the INBOX table, listing the messages and their status.

Acceptance Criteria:

[x] List of messages in inbox table with main attributes
[x] For any message: a way to pause / resume
[x] For messages with errors, there should be a way to see the exception stack trace.
[x] For messages with errors: ability to modify retries / next due

I spoke with @nikku from Camunda and there is no reusable widget toolkit for popups or dialogs provided by the Cockpit itself. So we have to integrate some custom components and style them.
