The Current Behaviour is as following: Some creatures in RFC are level 1 regardless of player level.
Expected Behaviour should be as following: They should scale in some form. Usually just under the players level?

Additional Information: ID given is one of the orcs. But the elementals and troggs also have the problem.
EDIT: It just occured to me that the game is showing the objectives of the "new" RFC while the spawns are the old version. Might be a bigger issue going on than scaling.
