Expected Behaviour should be as following: To activate this boss, with disguise, speak to Rumormongers in the party and note down traits of the demon spy. Do not confront the nobles before you are certain. If you are wrong, the party will reset and you have to speak to the Rumormongers again for new traits. Once you find the spy, he will take you to a balcony to speak to you in private. Kill the demon, loot the key, and you will be able to access the boss room.
