The Current Behaviour is as following: Cannot be used when both Fists of Fury (113656) and Rising Sun Kick (107428) are on cooldown.
Expected Behaviour should be as following: Should be castable when Fists of Fury (113656) and Rising Sun Kick (107428) are on cooldown.
