So, after verification by a jury largely composed of myself, this item is bugged.
Already, when I wanted to test it in different aspects on the PTR, it did not want to cooperate and I therefore decided to look at the items on equal terms.
I tested the quest, I was lucky enough to obtain it in Titanforged, we can see on the first screen, it indeed gives +4000 poly for 15sec, however you should not sleep on the fact whether it's an "equipped" effect, it would clearly have been problematic if it was in base stat, except here it is equipped, and in fact, it spawns 1x every minute.
I tested with another jewel with the same idea of versatility every x time, I voluntarily brought it back to the same item level, and we can therefore observe on the second screen that it is practically equivalent, or even stronger and longer in duration and you can choose when to use it.
Well.
After other tests of which I go through the details, I decided to also take an object, and this time put it at the level of your jewel, this is the third screen and we can observe that it remains stronger.
