Fedora is no longer shipping ruamel-yaml 0.17, so we need to allow 0.18 to keep home-assistant-cli in Fedora.

I plan to apply this patch to Fedora to resolve https://bugzilla.redhat.com/show_bug.cgi?id=2246610. I can't see anything in the 0.18 changeset which should impact this repo (https://sourceforge.net/p/ruamel-yaml/code/ci/54ac60205fb369c0843d6a774ce6c79ef722fa55/tree/CHANGES).
