Initialize sensor states 'off' #23

My attempt to fix https://github.com/home-assistant/home-assistant/issues/17501. The ffmpeg binary_sensor components report state as unavailable until the first positive trigger and then operate correctly.

You change motion and noise, but the issue is only for noise? Do you have test both? Which version of ffmpeg do you use?

I've only tested with the ffmpeg_noise sensor myself, but the logic looked identical so I fixed both.

I'm running the packaged ffmpeg from Ubuntu 18.04.1:
