The problem
Core 2023.12.3 Supervisor 2023.11.6 Operating System 11.2 Frontend 20231208.2
Light attributes show null when light is off so this prevents me from restoring light state light rgb_color using scene snapshots.
In the screenshot below, rgb_color is set but it reports to HA null, preventing me from running an light effect with automation and then restoring the light state in the event I have motion on my outside cameras.
