The problem
Radio Browser is not playing a selectable stream.
In the same browser (Opera in my case, but does not matter):
Playable via radio-browser.info: KQED 128 AAC Not playable via HA: United States - KQED 128 AAC (just keeps silent)
There is no error or info logged in HA.
As the stream can be played via radio-browser.info, I consider this a problem in HA's radio-browser integration.
