There hasn't been any activity on this issue recently. I can confirm this bug issue persists. I'm in Australia/Sydney time zone and still showing the only option of +11:00. As per initial report, the correct time zones are listed. Sydney is currently in +10:00.

The problem
The list of Timezones shown in the drop down list is NOT correct for the Australian Timezones.
Nor do they match the named timezones here: Which is also what this documentation states should be used
All southern eastern states and cities (Sydney, Melbourne, Hobart) are in a single timezone (+10) with DST time as well Brisbane is also in +10, but without daylight savings
Darwin is +9:30, without DST, but Adelaide is also 9:30 but with DST

The doco https://www.home-assistant.io/blog/2015/05/09/utc-time-zone-awareness/ talks about the Wikipedia names and how to configure via yaml, but this doesn't translate to what is shown in the HASS Gui
