Make iBeacon unavailable timeout configurable

The problem

iBeacons are useful tech to track availability at home. However, the current timeout (three minutes) may not be adequate for quite a few use cases.

Filing this as a bug to ask it be configurable down to at least one minute if not less, given that BLE transmissions from the iBeacon feature on the Companion app happen at least 1 second apart if not more frequently.
