Cannot combine area and label in service calls

The problem

I would like to switch on or off a couple of switches in different areas or floors with a specific label.

Since the combination is allowed as a target in service: switch.toggle I assumed it is used as a filter. 'All switches from floor/area XYZ that has a label 'label'. However, it appears to be not working.
