@RIP21 - I was facing the same problem and under Device Settings | Other | Lan Control was a slider to turn it on. Once I did that, Home Assistant found the device.
I think the problem is that you might have a custom govee integration that prevent the integration to show up in the menu. Iirc it is a known issue not directly related to govee local api.
Can you remove the custom integration and check if the govee local api show up?
I have a HACS integration for Govee, maybe this conflicts with it. If you think that's the case, then alright. You can close this one and once I get a grip on newer Govee strips (I already figured that I have too old strips for LAN support) I'll try this again and reopen it if it won't be shown even without HACS integration.

The problem
I'm running the correct version of the Home Assistant, yet for some reason this integration isn't in the list, nor a deep link doesn't work complaining that this integration doesn't exist.
Unsure what can be wrong here.
