The problem

There was a bug in 0.6.46 which did no properly parse PHG messages. I authored a PR and it was accepted upstream. (https://github.com/rossengeorgiev/aprs-python/commit/bbe1f4dc618bdfb85d75c03b04ead90d02baef08) Please consider updating the HA version to 0.7.0.
