Yes, this is a design choice for now, we always show max 2, we will explore more responsive ways to show the labels.
There hasn't been any activity on this issue recently. Due to the high number of incoming GitHub notifications, we have to clean some of the old issues, as many of them have already been resolved with the latest updates. Please make sure to update to the latest Home Assistant version and check if that solves the issue. Since the public release yesterday, I added categories and labels to all my automations - some contain quite a few labels but the list is truncated even with massive amounts of space available:
